As the title says, is it possible to gift amnesia to someone through the Frictional Games store? Or perhaps purchase it on my computer and email/send it to the person?

Buy it with the person who you want it to be gifted?

Dang it... It's $5 on FG, $10 on Steam. I would like to know if I purchase it on FG, could I email the install setup?

Yes. But do not install it on your own computer with the installer you gift to him to avoid breaking any laws.
