I don't remember being able to run faster than the dogs, though I remember playing it on hard. Maybe they run slower than me on normal.

I don't believe that sprinting for infinite periods is all that realistic either. However, the fact that most levels are rather small and in the hubs there are various things that keep the player from sprinting around infinitely anyway. Sure, you can in the game, but that rarely means you do.

After I realized I could just run past the dogs and zone into the next area, I rarely bothered with trying to sneak by them, as it's incredibly easy to evade them when all you need to do is get to the next area.

No one mentioned the steam cages? I felt like a ninja when I used them.

I just wish you could drag the dogs around a bit after stunning them, so you barricade them into small rooms.
