I use planes for ceilings often, and ever since I started using spiral staircases it's become an incredibly laborious task to make all those planes and flip them over one by one, so I'm wondering if there is a way to create them such that they're facing down?

No, they start facing up by default. You could just flip one upside down, then duplicate and resize that one. Or just select them all, form a compound by pressing 'B', then flipping them all together. Remember to split them again by pressing 'B' so you can move them individually again.

And don't forget to check "Align to World Coords", otherwise the ceiling pattern might not fit together.

Sadly, it does not work that way Sad I wish it did work for ceilings, though. >_<

Yes it does. Only if it's turned exactly 180 degrees upside down.
