I have almost no idea what you are really asking, but you could try and open those billboards with the material editor and check how they were done. Also check the size and format of the actual image files.

In the dark room. There were billboards that were lit up. Some contained the words "forever alone" and other troll names. I tried to re create it the best I could; but couldn't do it.

Lit up as in fade from black to visible or just visible in darkness?

You're talking about DECALS... BILLBOARDS are light effects such as light beams through a window, or a halo around a torch. Decals can be made in the material editor.

Here's a link for a tutorial.

Also, if you want it ILLUMINATED, I believe you have to set the image in the "illum" section of the material editor. Illuminated images show up no matter HOW dark the game is.

Thanks bro, I only thought it was a billboard because that's the folder it was under in the Dark Room.

I set it to sollidfuse, and checked illumination. Now it wants another file? Could you give me a tutorial on this?

Just put in the picture for illumination, no diffuse is necessary.

I've never done this before, but it seems right to me =\
