You seem to have a strange bug or something.
What version of JellyBean you have? If the latest, that might be the problem too. The newest version, is for some reason abnormally unstable. The update did almost opposite what it should do, it made things even worse, it was not properly optimized for arm9 cpus.

Or perhaps it can be also possible that you have some settings messed.
I would recommend restoring the factory settings, that's the easy way to solve it, but you have to backup all your files beforehand.
