It's quite simple, actually:

In one of the rooms, I forgot which one exactly, you will see a bolt cutter hanging on the wall. With this one, you will be able to cut the chains

In the room that leads to C-Section, there's also the tool storage room. In there you will find the screwdriver and bolt-cutter. It's the southwest section of the map
