1) Go to Intel graphics control panel, find the 3d settings and see if there is anything opengl related there. Tell me if there is any. Maybe triple buffering can help...
2) Can I see the HPL.log again to verify that the update was done?

Intel states btw that: Intel® 4 Series Express Chipsets support OpenGL version 2.0 and some
extensions from OpenGL 2.1 (Pixel Buffer Objects) and OpenGL 3.0 (Frame
Buffer Objects, floating point textures and half float pixels).
