Solved: 8 Years, 2 Months ago vertex shaders

just bought this game.. looks cool.. When I try to run it says I do not vertex shaders on my video card.. I have a ATI Radeon x1300 which is on the supported list..windows vista..home premium. I have uploaded the patch for Penumbra and the latest drivers for the video card.. I have gone all through the preferences for the card and cant find anywhere to enable/disable vertex shaders... anyone have an idea?
