Penumbra Black Plague causing blue screen

That's what I was attempting to do, but how exactly would I go about that? Steam doesn't seem to uninstall it completely. If I move all of the game files then it still shows up in my games, but it doesn't launch. I removed it from the add/remove programs option from the control panel, but that doesn't change anything.
