Forcing resolution on Steam version?

I just got the game on Steam and have attempted this solution. I think it ignores whatever is in that file because I changed the fullscreen also and it changed nothing in-game, I'm really not sure why it ignores the file but I'm going to continue to experiment with it and hope it works.
