Solved: 8 Years, 2 Months ago GAME CRASHES BEFORE IT EVEN STARTS

I just got this game on steam last night and every time i try to run it, a black screen shows and an error message comes up and says "A crash has occurred... Please wait while gathering system information..." but it never finishes and it always stops at 85%. I've tried nearly all of the troubleshooting tips that relate to this issue but none of them work. I have a computer with all of the system requirements, i don't use intel, I have a decent graphics card, and this is extremely frustrating. Can anyone help me?
