Making (some) of the monsters without the music or spawn music or anything is a excellent idea! Really scary if somehow you just hear something following you, and it's a grunt and you didn't know because there wasn't any music to warn you. I'm trying to make the mod to be as realistic as possible. I don't know yet, that do I delete the whole chasing sound. But with deleting the music and spawning sound, I try to improve the horror and gaming experience.
I don't think deleting monster music COMPLETELY is a good idea... Part of what makes running from a monster so scary is the music. Same applies for when you're sneaking around and such, but not as much as when you're being chased. You can influence the players emotions and reactions a lot just by using the right music. If anything I'd say remove the idle and search music, either that or have it so those two only start to play after a monster has spotted you and you have escaped (so if a monster is in the area, it sees you and chases you but you get away, then after you escape have the idle and search music active).
Whilst thats totally true - music has a huge impact on the players emotions - if you are going for a more realistic feel it COULD work, not having any music for the monsters. But, in my opinion if your going for that level of realism, you should remove ALL music except for some very ambiant sounds. Going half way by removing some but not all music means you lose focus, too often games that aim for 'realism' ruin it in this way. If you've ever played STALKER, I think they got it pretty much right - just ambiant background sounds that make up a kind of 'music' that was perfectly suited to that atmosphere

What Kman suggests would likely be the best idea for improving the shock of getting spotted by a monster that the player isnt aware of, which would be an interesting change no doubt, but if your going for realism you should go all out and cut all the music, problem is you then need to have something special about the atmosphere in the game that means the player doesnt need music to influence their emotions.
