Simply put, it seems like your "custom_story_settings.cfg" links to the wrong location. Go to that link you posted and make sure your custom story folder is built the same way.

Also, if you have further trouble with making custom stories, remember to post it in the appropriate area, here.
Hopefully we'll see one of your custom stories in the future!
