Spotlight how does it work :S

Hello im trying to fix a spotlight from a castle window but i cant get it to work nothing is changing any tut cant find on youtube or do i wrong with the light any one with a tut

The only thing I can think of that might not make it work, is that the thing that shows where the light goes has to touch the ground for the light to actually show up.
