Complete Quest and blue "flash" question

Hi there.

In Amnesia and sometimes in custom storys, when you complete a objective or a quest it appears a slight blue flash.
For example when you break the window in the study level. I thought that it had to do with the "completequest" script but now i know it has not.
I can't seem to find how to do this, anyone can give me an anwser on this topic?
