My Games are BROKEN D: Help?

Hey guys, i just reinstalled windows. And now when i play a game. I get weird models. I got some images from Counter Strike Source that some part of the models are missing. I also have upgraded my Video Card drives twice. And i don't know what's wrong more.
Theres even text screwed up. And it's not only Counter Strike. It's for every game that's 3D. So amnesia too.
I also get a MASSIVE lag spike every 5 seconds.

I'm no expert on the matter, but here goes.
Because you reinstalled Windows, you probably lost all the drivers, not just graphics drivers. If you haven't yet, install motherboard chipset drivers to see if the problem lies there.
Another thing to try is to first get rid of the graphics driver you already installed, then installing an older version (perhaps one that came on a CD with the graphics card).

I found a solution! It's because of CCC (ATI Catalyst Control Center)

Download this and the problem will be gone:

If the page doesn't open search AMD Catalyst 12.4a hotfix driver in Google.

Then you didn't do it right, this is a graphics driver issue.

I already know that, the driver's have an auto-install function.
