1) Where did you get the game from?
2) How are your system specs?
3) Are your graphics drivers up to date?

First don't install updates over the steam version, it is already up-to-date. Second run a file integrity check on the game in steam to make sure all files are as they should be (right-click on game, properties and then you find the option in one of the tabs). Last check what type of graphics card you have in your computer, then go to the manufacturer's (likely amd.com, nvidia.com or intel.com for integrated graphics) website to download the latest driver available for Win 7 64-bit.

That was for ATI cards, which is amd.com you need to go to to get drivers. You need to check what card it actually is though.

What helped for me is that I had the shader quality on max and everything was all purple and messed up. Then, with shader quality on lowest, I had the same problem that you have here. Put the shader quality to the second-lowest which I think is called low. Instead of Very low. That fixed the wierd textures and the flickering in the distance. Hope this helps and sorry if I posted on a solved thread or bumped old thread. :|
