The game kind of lets you know how to hide and sneak by enemies. I don't know why you would think that beating the crap out of the dogs would be a viable tactic, but I guess it works. On hard mode it won't work nearly as well because the dogs take way to many strikes to take down, and I think some of the dogs cannot be killed on hard mode.
