Not Solved RE: Cant even start the game because mouse only uses 1/4th of the screen

Try disabling display scaling on the aamfp.exe file or your entire system. Odd things can happen with that set to anything but 100%.

Didn't help.

But, I got past main menu and managed to start the game by smashing buttons.
However I can't use any menu because same thing happens.

Tried running it in a window? You can access the launcher options from the Steam client by right clicking it and choosing "settings launcher" or whatever was listed after Start Game.
