Penumbra not as scary anymore?

I played Amnesia first and actually found the first half of Black Plague to be scarier...towards the end the scare does taper off but to make up for that the story gets really intriguing.

These games are quite different in my eyes
So I can't compare them.

Amnesia is scarier, with better atmosphere.
But Penumbra is more interesting, and has it's own, unique atmosphere, that I haven't seen anywhere before...
