Steam Amnesia, can't launch

Of course I did, I tried everything mentioned in Steam support, this thread and stuff I found on Google. Nothing works.

Try launching the game again and when it fails attach us again the HPL.log file found under Documents\Amnesia\Main folder. Maybe something has changed.

I don't think it even creates a hpl.log at all. I changed the name of the Amnesia folder in the Documents to see if it creates a new one when I launch it but just the usual error and nothing happened.

1) Go to C:\Users\-YOUR-USER-NAME-\AppData\Local\VirtualStore\Program Files and delete any Amnesia or Steam folder you find. Normally, in your case you should find a folder Steam. Delete it!

2) Go to Documents and delete the Amnesia folder.

2) Then, try Cleanly reinstalling Steam:

If you have no other games, then you should not keep backups at this guide says - just delete everything.

I have tried everything listed here and everything Steam Support suggested, and nothing worked. However after disabling all applications running in the background via msconfig the error message changed to this
