I don't think the sound is actually the sound of him drowning but more of just mass ammounts of water being drained from the sewer. Because like you said it doesn't really sound like a person. But yeah if you go and click on the vat every time you turn one of the wheels you kind of get the idea that someone's in there from the descriptions...
