SDL.dll is missing from computer?

I downloaded the level editor from wiki.frictionalgames.com, and when I try to run the level editing program it says:
the program can't start because SDL.dll is missing from your computer.

The only application that will open is the hpl lang tool...

Please help!

P.S. What does SDL.dll mean?

Okay so i copied the level editor into my amnesia redist folder but it still will not work!!!

you need to extract the rar file that you downloaded from FG Wiki to redist folder. Then it should work just fine. Does the main game works?
