Hm... it would seem so, yes. Although I hope that the explanation for why they're using humans is a good and interesting one. I would like there to be some moral ambiguity, instead of it simply being "wealthy industrialist assholes grind up poor people for money and lulz", if you catch my drift
Like say, there's a terrible famine in the city, so they start to eat criminals that were ging to be executed anyway.... or something like that. To me, people that truly believe their good intentions justify their cruelty are way scarier than mere evil "cartoon villains".
