Sounds like a wrong installation.
no instalation was needed, there was a .RAR file with the HPL2.
I mean a .zip
wrong installation directory as Tans said, read the instructions carefully...

OH I KNOW! It happened to me!
Easy to fix here do this.
Find your amnesia folder okay?
THen open it with winrar.
Drag all of the thingys into the amnesia folder. Right above "Launcher.exe" will be "LevelEditor.exe"
GO GO GO!
