Yes, Amnesia is scary as hell.
I find Penumbra Black Plague was a bit scarier, but it's same FG universe, so you can fusion Amnesia & Penumbra to one game. They are common each other I think.

First time I played Amnesia, I thought it was a little too much of horror. The feelings of fear are not normal in this game. It is the highest measure of horror what you can imagine.

Hope they beat their own goals with the pig machine.
They were all great, Amnesia is by far my favorite horror game. With all the custom stories out now a days the thrills and stories are endless

They are not set in the same universe?

Maybe, it's a really weird way of saying similar though.
Seeing as how Amnesia takes place in the past, and Penumbra the present, I do not see why they cannot be set in the same universe.
They could be set in the same universe but they are obviously not. Because there are no resemblance between them.

I could say that that Dragon age and Mass effect is the same universe, that's the same level of legitimacy. There's no resemblance.
