Nothing's wrong with the code or the .snt file. Make sure it's in a folder in your custom story, and that there is both a .ogg and a .snt file.

You mean in my sounds folder right, not my custom story folder.
Custom story folder -> Sounds -> ItsQuiet.ogg & ItsQuiet.snt

I remade the script and used the AddEffectVoice function.
