I want to know how to make fog but without using the fog tool because when using the fog tool it is too dense for what I would like, I want a sewer type fog.

You can change the fog's options...

And how do these "options" work?

you place a fog area and then select it then on the right it should be another tab and in tht tab you can change color and the density

Found the particle systems of fog, they are much better.
