I'd say it's more of a critique/parody, kinda like the movie "Team America". (Only more...elegant.) Or at least I really, really hope that is the case
Just saw this video. It talks about the AI of Elizabeth which will dynamically interact with her surroundings without forcing the player to go anywhere too soon.
Gotta say, this makes me veyr hopeful for the game. I can tell the devs are putting a lot of heart into making this game.

I think they tried to define Bioshock as a type of game experience, instead of a specific setting, or something. I read an interview a long time ago, can't find it.
