Is it legal to use Penumbra Tech Demo OST in your Custom Story?
I don't see why it wouldn't be, so long as you give credit.
Tech Demo is free and anyone can download it. I don't see problem either as long as credit is given.

Oh, and not to mention that some of the songs were used previously in Unbirth (alpha), which is also free to download.
