Hey I have a question, is it legal to change the picture in the Launcher of "Amnesia: The Dark Descent"? I was wanting to know if I could change that, but while de-coding the .exe, I noticed there were some legal statements inside the script.
Yes, to my knowledge, messing with the executable is illegal.

If he is only using it for personal use and not distributing it is it still illegal?

Ask Frictional Games for that. (however, some developers do allow their stuff is used/changed on something, as long it's non-commercial.)
If he doesn't distribute it, it should be fine. Of course, only he holds responsibility for any file corruption on his part.
