Yes I just checked. It is a thing, they do give multiple Dota gifts at times. So, can this be done with a Steam ID that I just generated at steamidfinder.com? My login name is my name so I prefer the steam id when mentioning it at forums.

as far as i know, it can only be sent to friends OR via Email adress (you can PM me)

You have to already have access to the game for them to give you free invites, or at least i've only ever seen people that can play the game receive invites.
