Probably because SOMA is sponsored by PlayStation.
SOMA will not be incorporated onto Xbox as far as details go from Frictional Games to date. HPL3 is only compatible with PC and PlayStation consoles.
A few weeks ago Jens said in an interview that they wanted to first see how much work it is to port SOMA to PS4 before deciding if they can bring it to another console in time.

Yes, along with the PlayStation 4, SOMA will be released for Windows PC, Mac OS X and Linux.

The 360 isn't powerful enough to run this game I would assume. Same with ps3

No.
It would easily run on either console. HPL isn't the most powerful engine around. Only that FrictionalGames' aim is to support HPL3, or rather, HPL3 is supported by PS3.
