I've read that this could be caused by some antivirus program conflict, try to turn the antivirus off or change the settings for it to make an exception for penumbra/steam.

I also read that a antivirus program moved a file to quarantine, so the file had to be restored. Maybe that is what has happened.
For further help I think you are best of asking at Steam as it is a Steam specific problem and we do not know that much more about Steam than the average user.

I know this is in the link posted by Jens already, but every time I have this issue deleting the clientregistry.blob fixes it.
