I think it's the translation of the kanji underneath all the error messages on the left side of the screen.

Kanji are Chinese characters adopted in Japanese writing so both Chinese and Japanese can read them. Though the quote is a Chinese proverb.
Could be either, but it seems it's Chinese from what Blackrobin said.

Okay then, why she needs to do such a bit complex procedure? Why the surveillance camera, being in static position (as, well, most of the surveillance cameras), needs that, why it wasn't calibrated before?

The way I see it, it is not complex, it is rather simple and usual (as in real life) because the cameras seems to be turned on only when doing experiments, so there's the need to re calibrate them for each new test. The camera might be static, but the object of the experiment can change position.
So how exactly to you decrypt this? I mean, is there a program to download? I tried to download OpenPGP or whatever it is called, but that got bought by some company. Found GnuPG, but it is command line... Tried a website-based decrypter igolder, but I got an error using the phrase suggested previously.
Quick math: there are 8 items in the list and no scroll bar. Time between entry 1 and entry 2 - roughly a week (6 days). If there wouldn't be that lockdown event, we did know everything by November 17 approx. Perhaps it would end with in-game trailer.

Regarding the lockdown: just like with server's overload (that lead to delay), it seems to be improvised. May be they didn't plan schedule well and one of the video clips weren't filmed yet (actor caught cold or something).

Spoiler below!
Or may be it is a part of ARG where we have to find the password via clues in order to submit it and unlock system

With the Playstation Twitter account tweeting about the progress of this at every step, and with the end time seemingly coinciding with the release of the PS4, I'm starting to get a little worried about what that could mean.

Anyone else?

If you are using windows you can get a program called Kleopatra from here.

Save the message contents in a plain text file and name it "message.txt.pgp".

In Kleopatra go to File, "Decrypt/Verify Files" a file browser should open, choose the .pgp file you created and the Decrypt/Verify files menu will open. Note the output folder at the bottom and click on Decrypt/Verify. You should be prompted for the passphrase which you can ctrl+c, ctrl+v from here or write out yourself (I recommend writing it in plaintext somewhere and copying it to avoid errors). This will generate a .txt file in the specified output location that will contain the decrypted message.

With Kleopatra installed you can perform the same process by right clicking the .pgp file and selecting Decrypt/Verify as well.
/script/progress.php is 403/Forbidden now, since it is not used in the page anymore. Everything is now manually updated by refresh and controlled server-side.

When I click Decrypt/Verify, it just gives me an error:

Decryption Failed: No data.
Input error: Unknown error

It doesn't ask for the passphrase because of this.
