I have tried adjusting my graphics to even the lowest settings but there is this weird horizontal tear that shows itself when i turn or look down. Any suggestions on what I should do?

Have you tried editing the resolution of the game?

You have to set vsync on or to adaptive in graphics options to remove the tearing. Make sure the graphics card settings are not set to force it off.
