I liked the first level most. I prefer urban well designed flats or houses over ugly and destroyed underwater levels.

Which game takes place mostly in levels as the first one without you being hunted by something or you having to kill something? I am talking first person, so no sims.
stanley parable
Try Swat 4. The it's all highly detailed houses and buildings.
You also don't have to kill, the whole game can be done non lethal.

It's not a peaceful exploration game, but it has great realistic environments.

Seconded, and some of the missions get genuinely horrifying as you go on. The graphics ARE a bit dated, so be ready for that, but it's still pretty well put together.

Layers of Fear is another good one but there are some memes rather unsubtly hidden in the text and it takes place in the late 1800's instead of modern times.
