OpenGL has terrible issues on AMD due to bad drivers.

You should bug AMD to fix their drivers or get an Nvidia card next time around.

it's only this game the one that has problems, and as many people have reported they also have frame rate issues, it's the game, not the drivers.
Can you describe the stuttering a bit more? Constantly, or randomly or at specific spots? What sort of stutter is it? Very quick microstutter, a traditional stutter, a lagging type of stutter?

What have you done to try and solve it? Updated drivers? Running what version of the game? Rebooted the computer? Tried deleting your settings file and start with a new fresh settings file?

i will check with afterburner osd, but if i had to guess it's every time the game tries to load something, something related to hard drive access more than gpu/cpu.
