Yes.
Well, I can't say I'm sure, but I'm almost certain. I never messed with L4D2 SDK, which I've been told to be really sweet to play with, but for all other engine versions 2006-2007-2009 I can't recall any way to do this. I can't say it's impossible, but I'm really not seeing how.
Although, I admit, I think there's some stuff about lighting I don't know about...
I'm really excited about the editor. I'm going to have so much fun putting together my own little gothic hide-away.
Will it be possible to make a "full game" like Amnesia, using the editor?

Yes. Almost everything in the game is in config files too, so it should be easy to change look of menus, player stats, etc too.
Then it will depend on how much people do with the tools. If people start making a lot of stuff, we might consider increasing the moddabiliy to allow more diverse stuff to be made.
I hope someone remakes Call of Cthulhu: DCotE on the Amnesia engine
