Any explanation for Simon's inability to datamine (?) the guy outside Omicron (in the structure where you restore power), and several others afterwards?

Spoiler below!
Their blackbox, which is what Simon is datamining, is gone. It has either exploded or been removed. Some of them are also missing their heads.
