Not only that the Steam keys are available (
https://shelf.frictionalgames.com/index.php) and can be already activated, it seems that the game can be launched after finishing the download.

Try closing steam, remove ClientRegistry.blob, then restart Steam, and see if you an "Amnesia: The Dark Descent" has arrived on your Steam list.
If not, well, you should have bought from Frictional's store
