I have updated my drivers, shutdown AV systems, and turned off aero and still no luck. According to Can You Run It, I can run this game....with flying colors. The problem is its laggy and choppy, to the point of usability. I bought the game from steam and tried disabling all steam in game options. I also tried turning everything way down, way up, and everything in between in the game launcher. Has anyone solved this problem?

Also, other games work great on their highest settings (crysis, Metro 2033, Mass Effect, Mass Effect 2, etc)

I attached the picture of CYRI just in case.

sorry, didnt know about those.
sounds like a memory leak or at worst cpu on the edge of dying

try doing a fresh install of the game from steam, the download might of been corrupted which causes lag in menu's and random crashes about 30 minutes in
The CPU should be fine(i hope). Its less than a year old and I haven't had any other problems out of it. I'll do a reinstall post my results when its done.
I reinstalled and there was no change in lag.
how many programs are running in the background?
any heavy resource things? or just a lot?

I have a game that is only lag with menu's as well, its related to my power supply which makes a high pitch squeal only a few people can hear, myself included, the game runs smoothly, but the menu's are a lag little monster
I doubt its your power supply though
not really, only virtual clone drive, truecrypt, chrome, and steam are running usually. There are between 70 and 85 processes running at a time and my cpu almost never spikes 18% idle and usually stays at 0%. Loading windows can cause it to increase some but not much. Games usually make it run at 40% and below; never greater. Without running a game, I'm using 1.26 GB of ram out of my 8 total. If I play a game, that number raises to between 2 and 3 GB but I've never seen it at or above 2.7 GB. My PSU is an Antec CP-850.

edit: The numbers for ram use and cpu load while playing are from when comodo was installed. ram use stays below 1.5 GB and cpu load stays below 30% usually; however, there are spikes to 60% when in the menu. I clicked start a new game and it went to a black screen and nothing more. the music plays fine though(which is odd, the sound usually lags when a game lags like this). I got a whole .5 frames per second in the menu. If I tried to play the game in non-full screen mode, it would just go through periods of "not responding" and the cursor wouldn't move.
Same thing is happening to me. The game was running great pre- patch and havent played it since. Before the Patch I played with my setting up almost maxed with no lag.
Have you tried lowering the number of SSAO samples? It may sound silly if you have a good amount of technical skill and already tried it, but if you just set everything to maximum without looking, that would mean you have it set to 128. This means it would need to render the SSAO 128 times per frame, which caused a lot of lag for me.
