Requirements:

-Must Have advanced knowledge in:
-3D art design.
-Amnesia Scripting.
-Must know how to use amnesia development tools.

Must have advanced knowledge in all those things? mate you're looking for someone who deserves payment, not a modder.

Amnesia scripting and dev tools pretty much go hand in hand. You'll be able to find someone with those skills quite easily. 3D modelling however is much more difficult, and some of the really experienced guys will do that, but will probably do minimal.
