On my old laptop with ati radeon x1600 penumbra works fine (more than 60 frames per second) but on my new laptop (hd 6470m) penumbra works at 30FPS but after 4 minutes fps drops to 13 sometimes even 2 i think my specs are enough to run penumbra please help.

Try lowering some settings in the game. Maybe try updating your GPU's drivers.

My gpu and drivers are fine it worked without problems on my old (toshiba tecra a7) computer.

Have you tried those 2 methods?

Also, where you got the game from? That can matter too.

Try walking to that laggy area for like 2 minutes, does the framerate go to normal?
