Time is relevant. To someone who is falling into the black hole time would feel the same. To an observer on Earth time would "slow down" and he would never see the person fall into the hole.

Isn't it that the person inside the hole would still feel normal, but the outside world (Earth and rest of the universe) seems to go faster and faster?

I read that time dilation increases greatly the closer you get, so the person would actually see themselves stretching. I forgot where I read that, so take it for what it is.

Yes that's what I was trying to say.
And that's the reason people outside the hole see that the other person is slower.

Yeah, time dilation....
