Fatal Error has occured: Could not create window!

So this was happening to me earlier, and it has yet to be fixed. I uninstalled the game, verified cache, Tried finding my .cfg file to change settings around, and guess what? I can't find a single .cfg file. I'm getting seriously irritated and am about to refund this game. Which is VERY upsetting because this was my most anticipated game of the year.
