Can't get game to start (Windows 10/steam/ATI 390x)

tried to play the game today and it won't start. I can load the options but then when i try to launch the game, it just goes to a black screen and clocks. the game never starts and its kind of frozen there (i have to manually right click and close it down). i've googled the issues and tried the following:

1. verify game cache through steam
2. install/reinstall
3. set graphics settings to low
4. update my ati 390x drivers
