How "easy" or "hard" is making a custom story?

I was just wondering.

I've never really made a mod ever, and I've only download a couple.

So I don't think I'd make one anytime soon. But if I were to try, with no knowledge on how to use it, and probably no knowledge on how to even download the thing, could I learn as I use it?

Or will I end up just yearning to make a mod, and never do it?
