I don't know, honestly. But I don't think so. The difference is that Fear ( I think) uses DirectX, while Penumbra uses OpenGL (Intel cards are bad at this).
Maybe there is mod or something to change it to directx?

in other words i mean there must be some tweaks

I downloaded Penumbra overture demo (from official site) this time
and same happens like in black plague...

Possibly the card is the culprit. I'd wait until someone more experienced comes here. I don't know much about GPU's, but Intel ones are bad at OpenGL.

No. It's not how it works. If a game engine is coded to work in OpenGL, it will only support OpenGL-related features. If DirectX, then DirectX features only.

Your graphics card support OpenGL 1.5 which is most probably ok for Penumbra or the minimum. Follow these steps(for Windows XP as you said you have):

1) Download and install the first file from here(infinst_autol.exe): http://downloadcenter.intel.com/Detail_D...pe=Drivers

2) Download the latest driver for your graphics card from 2010: http://downloadcenter.intel.com/Detail_D...0&lang=eng and use the have disk method to install the driver.

3) Restart and try running the game again.

Too bad it didnt work,black screen again after loading...

Shaders must be problem...
