Update/PC causes problems

Yesterday I started amnesia again and steam was updating the game as it looked like

after starting in some light area i got blue bars on the screen, with latern on and off.

and also the game became slower.

Was there really an update or was steam just preparing and is it something with my pc. because I did not have this before.
